Arkansas State Highway and Transportation Department: Add a shoulder to Hwy 163 at Levesque, Ark to Hwy 1 in Jonesboro
The Issue
This highway has no shoulder, it is unsafe for cars, farm equipment, bicycle and motorcycle tourism. This stretch of Hwy 163 is designated as part of the Arkansas Heritage Civil War Trail and Crowley's Ridge Scenic Byway and is home to the latest Arkansas State Veterans Cemetery at Birdeye. Two Arkansas State Parks are along this highway, Lake Poinsett State Park and just off Hwy 284 is Village Creek State Park. There are many large farming operations along Hwy 163 that would also benefit from a large shoulder like Matthews Ridgeview Farms (largest grower of sweet potatoes in the state). There are active motorcycle groups and bicycle clubs that utilize Hwy 163. This route is on the Mississippi River Trail System connecting Minneapolis to New Orleans bringing tourism to Northeast Arkansas. The Cross County Ramblers have hosted the Championship Midsouth Marathon and Half Marathon (a Boston Marathon qualifying event) since 1998 along this route from Wynne to Birdeye. In the fall of 2013, the Birdeye Fun Park will open. Highway 64B from Levesque to Wynne should also be widened with a shoulder. A bike lane marked at every mile is also needed.
