Dear Governor Beebe,
I'm writing about the F.I.N.S program which seems to be run by the Ar. State University at Little Rock.
We believe beyond a shadow of a doubt that the program is unconstitutional.
 This program feeds school children into the court system for punishment and sometimes juvenile detention for up to 72 hours for minor school infractions such as tardiness and horseplay. There are no summons, no charges, no pleas, no appeals, no Miranda rights. This violates the 5th and 14th Amendments.It is almost identical to the ones in Mississippi which are being sued by the Dept. of Justice.

     A complaint has been filed with the U.S. Dept. of Justice about FINS. 
This does NOT help our children in any way, as a matter of fact, I believe (as MANY other parents do) that this program makes children feel like criminals for being children and breaks their spirit instead of lifting them up and giving them a sense of self-worth.
PLEASE put an end to this unconstitutional program !!!
