I appreciate the opportunity to address the recent activities surrounding the Summer 2025 Grand Canyon Fires, including the establishment of the incident base camp and the aerial tour conducted by Governor Katie Hobbs on July 19, 2025.
These efforts, as depicted in publicly available videos and reports, provide a foundational overview of the fire's operational response and visual impact, such as the Governor's observations from the helicopter during her survey of the North Rim area in Grand Canyon National Park.
However, for the sake of public transparency and accountability, it is imperative that we move beyond superficial visuals—such as footage of the Governor looking out the window during the flight—and prioritize substantive, data-driven disclosures that enable informed scrutiny and prevent recurring oversights.
To achieve this, the following critical needs must be addressed comprehensively:
Disclosure of precise GPS coordinates for all aerial retardant (slurry) drops conducted during the fire suppression efforts, including those initiated on July 13, 2025, near the east side of the developed area and the Roaring Springs drainage; these coordinates should be mapped and measured relative to the nearest watering areas, watersheds, and sensitive ecological zones to assess potential environmental impacts and compliance with protection protocols.
A possible reevaluation of the S.160 Aerial Firefighting Enhancement Act of 2025, which authorizes the use of aircraft to drop fire retardant or water on wildfires, with a focus on provisions enabling rapid response capabilities such as deploying to a wildland fire within 30 minutes to drop slurry, and ensuring compliance with the Clean Water Act to safeguard watersheds from potential contamination, thereby enhancing resource allocation and integration of advanced GPS tracking and other technologies in future incidents to be made public during incidents online versus the unusual FOIA and Public Records processes.- congress.gov
Presentation of aggregated data from multiple fire weather entities—such as the Global Fire WEather Database (GFWED) from NASA, the Fire and Weather Data resources from the National Wildfire Coordinating Group (NWCG), the Fire Information for Resource Management System (FIRMS), and the National Interagency Fire Center (NIFC) and many more entities that are non-Government entities—to complement official weather documentation; this should explicitly highlight any alignments or discrepancies in forecasts, humidity levels, wind patterns, and temperature records during the fire's progression from July 4 to July 25, 2025, thereby informing decisions on management strategies like the initial confine-and-contain approach.
Formal acknowledgment and resolution regarding individuals observed participating in the Governor's aerial tour who possess relevant critical evidence from prior incidents, such as the Yarnell Hill Fire of 2013 (often referenced as YHF13), in which I personally faced likely life-threatening conditions being we were up on the Weaver Mountains with the Granite Mountain Hotshots, June 30, 2013; it is essential that such individuals be required to present their evidence on the record, as their continued involvement in the fire industry without full disclosure is quite disheartening and undermines trust in the system.
Sad, when Fire Leaders come to me, when they should be filing letters to you all, but that trust is broken for many- reaching out to them to Political layers is a no-no.
Let's fix that. Let's rebuild that trust.
Surfacing of all withheld or omitted evidence related to past and current wildfire tragedies, ensuring that "We the People" receive unredacted access to permanent documents vs. omissions, incident reports, decision-making timelines, and forensic analyses to foster genuine accountability and prevent the perpetuation of incomplete narratives. I call them "glazed" narratives.
Expanded investigative measures, including independent audits of structure protection programs, animal relocation protocols, and response delays, utilizing tools from public, private, military, and other sectors as previously outlined, to address possible systemic failures and support whistleblower protections for those in vulnerable health conditions. I feel that lacks big time.
These requirements are not merely suggestions but essential steps to restore faith in our wildfire management systems, particularly given the ongoing pattern of tragedies that erodes public confidence and personal well-being. By prioritizing these elements, we can ensure that future responses are grounded in truth, integrity, and proactive reform.
