The Issue

As a 100% disabled veteran and medical cannabis patient, I rely on this plant daily as part of my care. Yet like many others, I live in housing where cannabis use is banned—even though it’s legal under state law. I’m not alone. Thousands of patients across Arizona face the same impossible choice: medicate illegally, or suffer needlessly.
Arizona law provides no legal place for patients to medicate outside of private homes, and worse yet, the only way to establish a legal cannabis lounge today is by applying for a dispensary license—an option that can cost $25,000 or more. That’s just not feasible for nonprofits or community-focused organizers.
The Arizona Veterans and Patients Cannabis Lounge Act would change that.
This proposed state law creates a new category of membership-based, nonprofit cannabis lounges where only verified medical cannabis patients may medicate—safely, lawfully, and without stigma. These lounges would not sell or distribute cannabis, would be strictly alcohol-free, and would provide a protected space for healing, education, and peer support.
Key goals of the Act:
Provide a legal and affordable alternative to the costly dispensary licensing model
Establish veteran- and patient-centered spaces for responsible cannabis use
Partner with community health and mental wellness organizations
Eliminate legal gray areas for patients in housing or recovery situations
