Don't let the dogs out! Arizonians keep pets inside during 100 degree plus heat!

Arizona is well known for its unbearable summer temperatures, however, this year’s record breaking heat temperatures have led to even more heat related deaths, as animals are left outside in unbearable conditions without proper shade, ventilation or water. A dog died over the weekend of June 4, 2016, after police said he was left outside on a Glendale balcony, in triple digit temperatures, without water or shelter.
East Mesa residents have recently braved the heat in protest of a woman who is guilty of leaving her dog outside in horrible conditions 24 hours a day, with nothing more than a homemade lean-to for and small bowl of water. Despite numerous calls from neighbors and continuing citizen protests outside the house, the Maricopa County Sherriff’s Department says it cannot legally intercede on the dogs behalf because “the owner is technically not breaking any laws because the dog has food, water and shelter." It’s despicable and heart breaking.
Despite thinking this is deplorable and wanting to act, under current law the Maricopa County Sheriff's Office has no legal ability to do anything to help the situation because the owner is technically not breaking any laws!
This can change with the introduction of legislation to mandate humane conditions when the temperature exceeds 100 degrees. Pets should be brought inside into air conditioning with an abundance of cool water and comfort. They should never endue excessive heat. It is cruel and inhumane.
Many states including California, Oregon, Maine, Illinois, Delaware, New Hampshire, Rhode Island and countless other states have implemented legislation protecting animals from being confined to a motor vehicle and from being left in inhumane conditions which are likely to cause suffering, injury or death to the animal due to heat, cold, adequate ventilation or other endangering conditions.
It is time that the Arizona legislature take the steps necessary to protect these innocent animals from such horrible abuse and neglect and stop this preventable fate. Only through legislation can we give local law enforcement the necessary authorizations to rescue animals known to be in such dire conditions and prosecute the criminals who have committed these atrocities, to the fullest extent of the law, without fear of reverse prosecution for violations of privacy and other laws being perverted to protect the guilty.
