We need to punish people that are abandoning animals on the streets as well as in vacant homes when they move out. Far to many animals are suffering and dying because heartless people are leaving animals in vacant houses or dumping them on the streets. We need to start punishing these heartless people to the fullest extent of the law so this senseless act stops.
