make pet flipping illegal

The Issue

I had never heard of "dog flipping" until I became the victim of a dog flipper on 8/22/15.  I re-homed my dogs to a woman going by the name of Stephanie Vasquez, who claimed to love them and promised to care for them.  On Tuesday, 8/25/15, one of the dogs was found 1.5 miles away with no collar, tags or identification.  I was notified because he was micro-chipped.  I posted my story and her name and address on facebook and craigslist only to find that she had taken in a minimum of 3 more dogs that same weekend.  On Sunday, the dog that was found was not on her property.  She dumped him that very night I gave him to her.  She proceeded to take in other dogs and tell those owners the she bought her new "pets" treats and a kennel.  Those items were given to her by me the preceding day.  I have recovered one dog but she still has the other.  He is being held outside at the house across the street from her.  When I arrived at her home at 3133 E Milton Rd Unit 1, with the Sheriff's Department they denied ever having my dogs.  Their child told the truth.  I had already shown the deputies the proof anyway. I then identified my dog in the fenced in area at the house across the street.  Since nobody answered the door, I could not retrieve my dog from the flippers.  They also refused to return the other pregnant dog they had gotten, I believe they just intend to sell the puppies.  

Dog flipping is dog trafficking.  The animals health and well being are not being taken into consideration.  These individuals are just looking to make a buck.  Dog flipping should be made illegal in AZ and quickly.  All pets should be removed the dog flippers property and if children are present CPS should be involved.   Civil suits for distress should be allowed by the victimized families.  These individuals should be banned from owning pets permanently.  Ideally a register could be created so that AZ citizens can stay informed of avoid individuals who are doing this. 

I have a lot of individuals who have had dealings with this family, one even reported buying a puppy from her and finding out two days later it was stolen..  Yet even in the face of multiple individuals making claims, the owner of the other dog on the property and I were not allowed to retrieve our animals.  Please help put an end to this inhumane practice.  Dogs are not merely property.  I never want anyone to feel the pain I felt when I had to drive away from my barking, whining dog and leave him in the hands of a flipper because they hid from authorities.
