The Issue

In Arizona, animal shelters are in crisis. Pets are being found abandoned in parking lots and along roadsides—not because people don’t care, but because they can’t afford to keep them.

Rising costs of vet care, food, and housing are forcing families to make impossible choices. At the same time, shelters are stretched beyond capacity, stacking crates and turning away animals they have no room to help.

This isn’t just heartbreaking—it’s preventable.

We’re calling on Governor Katie Hobbs, the Arizona Legislature, and local city officials to expand funding and infrastructure for foster programs, free or low-cost pet clinics, and community pet support services statewide.

Many families could keep their pets with just a little help: a vet voucher, a temporary foster, or a free bag of food. Investing in those supports is more humane—and more cost-effective—than letting shelters drown in animals with no place to go.

Arizona has the chance to lead by example.
