The Issue

APS wants to install digital, automated "SMART" meters in place of consumers' analog meters. This will not only result in lost meter-reader jobs in an already dismal economy, but will also subject consumers to radio frequency (RF) waves and electro-magnetic interference (EMI) which have been shown hazardous to humans, pets, vegetation and other life forms; to interfere with medical implants; and to cause fires and damage to electronics and appliances. In addition, SMART meters pose a risk to protection of personal identifiable information by permitting "hackers" to break into the automated system because of poor and insufficient security.

In addition, APS wants the Arizona Corporations Commission (ACC) to allow APS to charge a $75 fee if the consumer opts-out of having a digital meter installed, and then wants to charge a $30/month fee to have the analog meter read. First, if the digital meter has not been installed, why should consumers have to pay a fee to opt-out? Second, the current fee for meter reading is $1.80/month. The requested charge of $30/month represents an increase of over 1600%!
