Michigan’s public universities are, and should be, a point of pride for our State. Article VIII § 4 of the Constitution of Michigan requires the State to appropriate funds for the operation of all public universities. However, it is our belief that those funds, as currently allotted, are insufficient. Over the last decade, the State of Michigan has effectively disinvested from its public universities, while the Corrections budget has continued to climb. This does not reflect the pride that we take in each of our public universities. Rather, this reveals a disinterest and undervaluing of learning and of the students at these institutions.

The growth and prosperity of Michigan depends, in large part, on the prosperity of our public universities. Each year, tuition increases while State funding remains largely stagnant. This limits access to higher education for many in our communities and in turn limits the economic growth of our State.

As representatives of the students of the public universities we recommend to the Michigan Legislature and the Governor’s Office that legislation balancing and increasing public funding for Michigan’s public universities be adopted. This legislation should consider the following criteria:

a. That in each year leading to FY2023, each public university in the State of Michigan see an equitable increase in their funding allocation.

b. That the State of Michigan continue to increase funding beyond FY2023 to every public university at or greater than the rate of inflation.

c. That the State of Michigan seek alternative revenue streams to further support the increased funding of these institutions.
