Appoquinimink Officials Must Resign for Mismanagement & Oath Violations

The Issue

We, the parents, taxpayers, and community members of the Appoquinimink School District, demand the immediate resignation of the Superintendent, members of the School Board, and the District’s Finance Committee for financial mismanagement and violation of their sworn oath of office.

The Special Inquiry 2025 Report revealed that district officials:

Concealed a $4.9 million budget shortfall,
Failed to provide truthful financial reporting,
Misrepresented the district’s financial condition to the public,
Breached their fiduciary duty to taxpayers, parents, and students.
These actions represent more than negligence. Each of these officials swore an oath of office to:

Faithfully perform their duties,
Uphold the Delaware and U.S. Constitutions,
Protect the rights and interests of the citizens they serve.
By knowingly deceiving the public and mismanaging district funds, they broke that oath. A broken oath is not just a moral failure — it is a forfeiture of legitimacy to govern.

Legal and Constitutional Violations:
- Delaware fiscal accountability statutes – misuse/misrepresentation of public funds

- False Claims Act – liability for false records tied to federal funds

- Every Student Succeeds Act (ESSA) – violation of federal transparency requirements

- 14th Amendment – denial of due process and equal protection

- 1st Amendment – undermining public participation by concealing facts

- Oath of Office – officials broke their sworn duty to uphold the Constitution

We, the undersigned, demand:

1. Immediate resignations of Superintendent, School Board, and Finance Committee members

2. An independent legal and financial review of the district

3. Disclosure of all relevant financial and federal reporting documents to the public

4. A detailed corrective plan including robust internal controls, financial governance, documentation, and mandatory training

5. Permanent reforms for transparency, accountability, and compliance

6. Repleading of the last two referendums due to fraud and misrepresentation


If resignations are not tendered, we call on state and federal authorities to pursue all legal and constitutional remedies for removal.


Our children, our schools, and our community deserve leaders who honor their word, manage funds responsibly, and serve with integrity.
