Appeal for the Mahabodhi Temple’s management to be entrusted to Buddhists
The Issue
Full Hindi text available further down,
The Mahabodhi Temple in Bodh Gaya, Bihar, holds immense significance for Buddhists globally as the site of the Buddha’s Enlightenment and thereby the birthplace of our religion. It is the most sacred place for the entire Buddhist world. However, its governance structure has long been a point of contention. And I appeal to the Government of India and the State Government of Bihar to give full control of the sacred site back to Buddhists.
The Mahabodhi Temple Management Act, 1949, originally mandated a Hindu majority on the Temple Management Committee, later being amended to provide equal Hindu-Buddhist representation, with a casting vote from the Chairman, the Gaya District Magistrate, usually a Hindu. I join with the many Buddhists who argue that they should have full control over the temple’s management, as is the case with other major religious sites in India and abroad.
The example of other religious institutions in India itself shows that places of worship are typically governed by their respective religious communities. Buddhism should not be an exception. Today, Buddhists worldwide possess the capacity and resources to manage their sacred site for the benefit of all. Thanks to Dr Babasaheb Ambedkar, as well as Anagarika Dharmapala and many others, Buddhism is resurgent in India. There are many foreign Buddhists resident in monasteries in Bodh Gaya and large numbers of foreign pilgrims visit each year.
It is important that the Temple is managed by Buddhists who recognise the significance it holds for Buddhists around the world and the diverse needs of Buddhist pilgrims. Full Buddhist management of the sacred Temple should, however, in no way impede the ability of anyone, whatever their religion, to worship there.
The demand for exclusive Buddhist control over the Mahabodhi Temple is both reasonable and justified. Recent protests, hunger strikes, and petitions by Buddhist organisations throughout India highlight the growing urgency of addressing this issue. However, I appeal to my Buddhist brothers and sisters to conduct their campaigns for Buddhist control in the true Buddhist spirit of Maitri and Non-Violence.
India, as the birthplace of Buddhism, has a unique responsibility to preserve and honour its Buddhist heritage, and the call for Buddhist autonomy at the Mahabodhi Temple has significant diplomatic implications. There is no doubt that the entire Buddhist world, and especially Buddhist-majority nations, will be deeply grateful to the Indian Government for the restoration of the Temple to full Buddhist control.
I earnestly request the Government of India and the Bihar State Government to take cognizance of this growing issue and work towards a just and amicable resolution before it escalates furthur.
I urge that a high-level committee should be constituted immediately to address this matter effectively, including Buddhist Ministers of the Government of India, prominent Buddhist MPs, and Buddhist leaders. This committee should engage in discussions with the Honourable Prime Minister and the Chief Minister of Bihar, ensuring that the concerns of the Buddhist community are heard and addressed with the urgency they deserve, so that there may emerge a new framework for the management of the Temple by Buddhists, with proper legal and financial safeguards.
I note with great inspiration and deep appreciation the Honourable Prime Minister’s statements last October:
“In the renaissance of the Lord Buddha’s legacy, India is reinventing its culture and civilisation;” “Lord Buddha’s message of prosperity for everyone is the way for humanity;” and, “The teachings of Lord Buddha will guide us in the roadmap that India has made for its development.”
In the light of these wonderful words, I have full confidence that the Prime Minister and the Chief Minister of Bihar will recognise the importance of giving Buddhists control of their most sacred site for the sake of all India and of the world.
