Lower the threshhold for retail theft. Small business owners in California are losing their businesses because the punishment for theft is non existant. The threshhold between misdemeanor and felony basically tells everyone to take what they want and there will be no repercussions. Allow small business owners to step in and stop a theft. As the operator of a small business, I am told  if a person or group comes in and takes anything they want, I am to stand there and watch. Then..the suspects are never punished. So I lose my business? Nope. Raise the punishment or allow US to handle the protection of our own livelihoods.
