Leave the management of Fagaras public shelter to volunteers

There are about 120 dogs in Fagaras public shelter. Many of them are kept in nearly total darkness and without access to outdoor areas. The dogs bear clear signs of depression and apathy and seem to have lost all hope. In this no-kill shelter they remain in their dark cells until they perish after months or years.
"Law no. 258/2013 amending and completing the Government Emergency Ordinance no. 155/2001" requires relatively good standards in public shelters. Dogs shall be kept in proper conditions with proper ventilation, they shall be fed daily, all cages and rooms shall be washed and disinfected daily, and each animal must be clinically examined by a vet daily.
All these regulations seem to be violated in Fagaras.
We remind ANSVSA of their duty to inspect public shelters and ensure that they are managed in accordance with the regulation. Please leave the management of Fagaras shelter to volunteers and rescue organizations, so they can make the necessary improvements and arrange adoption programs for the dogs. It is a disgrace to allow this suffering and neglect on innocent dogs forced into a situation as homeless by humans.
