ANNEX PRECINCT 17-14 - TOLEDO TERRACE ET AL. NEIGHBORHOODS

The Issue

Currently, residents of Prince George's County Election Precinct 17-14, an isolated section of unincorporated Hyattsville in Prince George's County, Maryland adjacent to City Council Ward 3 around Toledo Terrace, Toledo Place, Highview Terrace, Dean Drive, and the west side of Northwest Drive, do not have official representation on the local level.

Here are the facts:

  • This area includes the following apartment complexes: Belcrest Plaza Apartments, Plaza Towers, Lync at Alterra, 3350 @ Alterra, The Plaza Apartments, The Dean, and Highview Apartments. 

  • It also includes a new townhouse development, Belcrest Hills, and the Seville Condominiums.

  • According to the Global Human Settlement Layer population grid for 2025, approximately 2,978 people in this area are effectively locally disenfranchised. 

  • Anyone living in this area MUST travel into the city limits anytime they leave their home for work, school, shopping, or entertainment.

  • In Maryland, annexations are covered by the Local Government Article, § 4-401 - § 4-416 and can be initiated by the city council or a signed petition of 25% of the registered voters in the area to be annexed.

Given the rapid expansion of development in this area, the area's reliance on city first responder resources, and the basic principles of democratic representation, we believe it is in the City of Hyattsville's best interests to annex Prince George's County Precinct 17-14 to increase the tax base and provide better city services for all residents.
