SEEKING JUSTICE FOR SHELTER ANIMAL MURDER AND ABUSE.

Illinois was named the #1 state for animal protection laws in 2013, let's enforce them.  On September 23rd, 2014 Dr. Amardeep Sangha, 54, and Sharon Cargile, 59, were each charged with five counts of misdemeanor animal cruelty and eight counts of misdemeanor violations of owner's duties.

Four deceased dogs, one in a plastic bag, eight emaciated dogs, and one emaciated cat (now deceased) were found in the basement of the county funded animal hospital.

The Dolton Animal Hospital was operated by the above individuals while being paid with Cook County taxpayer money to run as an animal shelter for the Village of Dolton.  Tax money paid for these individuals to care for the animals they purposely starved to death. An investigation has not found “any financial issues” at the hospital. They murdered four dogs and abused 10 others because they refused to spend the money they received on the mot basic necessity: food.

I am calling on Anita Alvarez (Cook County States Attorney), with the support of Tom Dart (Cook County Sheriff) to pursue felony charges for the fact that the abuse was purposeful, repeated, committed by those who were charged with the care of these animals, and for using public money fraudulently in a town that has been wrought with financial issues.

Please consider the fact that there have been previous complaints of animal neglect. Each animal who died or was abused at the hands of these individuals should be counted as a separate and subsequent event with regard to the following statues:

510 ILCS 70/3: Owner’s Duties are defined as: “provide for each of his animals: sufficient quantity of good quality, wholesome food and water; adequate shelter and protection from the weather; veterinary care when needed to prevent suffering; and humane care and treatment.” Conviction is a Class B Misdemeanor, with a second conviction a Class 4 Felony with each day that the violation continues being a separate offense. In addition to other penalties provided by law, the person may be required to undergo psychological evaluation and treatment.

510 ILCS 70/3.01: Cruel Treatment is defined as: “No person or owner may beat, cruely treat, torment, starve, overwork or otherwise abuse any animal. No owner may abandon any animal where it may become a public charge or may suffer injury, hunger or exposure.” Conviction is a Class A Misdemeanor, a subsequent conviction is a Class 4 felony. In addition to other penalties provided by law, the person may be required to undergo psychological evaluation and treatment.

Please also consider a felony charges of animal torture as the animal hospital was found to be staffed, financially sound and ethically responsible for the care of the animals, yet still did not.  These actions are not characteristic of neglect, rather they are characteristic of intentional infliction of physical torture.

510 ILCS 70/3.03: Animal Torture is defined as: “infliction of or subjection to extreme physical pain, motivated by an intent to increase or prolong the pain, suffering, or agony of the animal.”Conviction is a Class 3 Felony. In addition to other penalties provided by law, the person will be required to undergo psychological evaluation and treatment.
