The Issue
I've witnessed heart-wrenching scenes of animals left behind to starve after their caretakers were taken away, whether through police action, deportation, or agency removal. This is a stark reality that reflects a serious gap in our legal and community priorities. Despite the existence of animal welfare organizations, there simply aren't enough protections in place in every state to ensure that every animal is accounted for and taken care of in these situations. Society has a duty to protect vulnerable beings, and animals, who cannot fend for themselves when abandoned, should be a top priority. Currently, when an individual is arrested, deported, or otherwise removed from their home, the animals they cared for often become unintended victims. Left behind, these animals face starvation, dehydration, and extreme loneliness, leading to suffering and, often, death. This situation is not only cruel but entirely avoidable if we take legislative steps to address the current void in animal welfare relating to these criminal and civil proceedings. We urgently need every state to enact comprehensive legal mandates that ensure animals are not left behind in these circumstances. By implementing specific protocols, such as mandating the involvement of animal control officers or animal welfare organizations in assessing and relocating the animals upon the removal or arrest of their owners, states can significantly reduce the risk of animals suffering needlessly. According to a 2019 ASPCA report, approximately 6.5 million companion animals enter U.S. animal shelters nationwide every year. However, these numbers could drastically increase if animals left behind post-arrest, deportation, or agency actions are not adequately accounted for and rehomed. There's a moral obligation to protect these innocent lives and ensure they receive the care they deserve. Signing this petition will send a clear message to state governments that we demand the enactment of laws holding authorities accountable for the comprehensive welfare of animals housed with individuals before those individuals are removed from homes or arrested.
