Not all puppy mills are illegal, but many are violating the law. The Animal Welfare Act of 1966 set standards for how animals have to be cared for. Unfortunately, the government has neglected the obvious fact that many animal breeding facilities are still violating those standards. Even allowing puppy mills to get away with the violations after doing an inspection and finding out that they are doing this. To add to that, the Animal Welfare Act only applies to commercial breeders that sell for resale, such as those that sell to pet stores. Smaller breeders that sell directly to people, don’t have to abide by the Animal Welfare Act. Many people buy dogs from these places, unknowing of the terrible conditions they were born into. So we set out for a change.
