Two days ago, I saw a video of man throwing a dog in a river. Even though he was arrested and we demand the harshest possible punishment, the truth is that there is no harsh punishment by the law. So we need to bring change in the laws. Last year, a women killed 8 fifteen day old puppies and got out by paying INR 50 as fine.

Currently, the Prevention Of Cruelty to Animal Act (PCA), 1960 stipulates a penalty between a mere sum of INR 10 and INR 50 for harming an animal, including beating, kicking, torturing, starving and mutilating the animal. None of these actions amounting to animal cruelty , as recognized under Section 11(1) of the PCA , are cognisable under the 60-year old law, except organising fights and shooting matches that use animals. 

This law is outdated and needs to be amended with immediate affect. The amendment won't stop the cases magically, but over a certain period it would deter these demons from abusing an animal because of  the fear of getting punished which doesn't exist now.

This isn't limited to dogs or cows or cats, but every animal which gets tortured and abused. We can't save every life, but we sure can save as many lives as we can.
