There are currently no leash and tethering laws in Pickens County SC, just a vague ordinance. Owners are allowed to chain their dogs for unreasonable amounts of time. Other states have specific laws in place that specify time frames, weather conditions and more regarding the chaining up of an animal.  This is cruel and unusual punishment, it is inhumane and unacceptable. An animal can be outside, but at least give it a chance to protect itself from the elements.

Pickens county animal control does not enforce the ordinance they have on the books. Sec. 4-7 states:  - Animal care.
No owner shall fail to provide an animal with sufficient food and water, proper shelter and protection from the weather, as well as humane care and treatment.

This ordinance needs to be expanded on, and punishments for violations in place. We protect so many others and these animals deserve protection as well.
