No other states have a law that allows animal shelters to do this. I'm starting small and making a petition in my home state-Missouri. If Missouri passes this then it could start a wave where other states do something similar. 

Letting animal shelters do background checks prevents people from adopting animals with a history of violence. Most people can adopt animals from shelters and can inflict pain on those animals. Animals can be in a loving home and is a step to help stop animal abuse.
