Create animal cruelty/neglect registry for individuals who have committed crimes against dogs and other animals. This petitions goal is to make sure the individuals who commited animal cruelty and/or neglect crimes against animals cannot adopt a dog or make it harder to get an animal due to animal cruelty charges or neglect of previous pets.
