Despite public promises from government officials regarding a crackdown on "puppy mills," the case of Marina Lozikova reveals shocking inconsistency and superficial conduct by state authorities. In this case, the Regional Veterinary Inspection (RVPS) acted in direct contradiction to its mission to protect animals:
Ignoring Irrefutable Evidence of Cruelty and Neglect: During the on-site inspection, the state inspector identified and documented the following alarming facts:
Keeping dogs in unacceptably small cages: Measuring only 0.8 x 0.8 m (just 0.32 m² per dog!), which represents less than one-tenth of the area required by law.
Extreme overcrowding: 17 dogs were crowded into a 29 m² space, meaning only 1.7 m² per dog (half of the legal minimum).
Catastrophic hygiene and filth: Documentation confirmed dried dirt, feces, and urine directly on the dogs' coats, soiled floors, and an unbearable stench within the facility.
Health damage: Subsequent examinations confirmed skin defects, ear infections, heavy parasite infestations, torn-out fur, and lesions.
Violation of vaccination mandates: Many dogs were not microchipped or vaccinated against rabies on time (some with up to a 10-month delay). This is a gross violation of the law that the inspector ignored during the initial check.
