Animal Cruelty Registry for the State of Arkansas

The Issue

In Arkansas,  the law does not protect animals.  We have statues, but most of the time police and judges do not enforce them.

 Animals are being adopted by re-occuring abusers.  This has to stop!  That is why an animal registry should be created protecting animals from getting adopted from people that have had animal cruelty charges.

Arkansas statue A.C.A 5-62-103 states that a person commits the offense of cruelty to animals is he/she knowingly:

*Subjects any animal to cruel mistreatment;
*Kills or injures any animal owned by another person without legal privilege or consent of the owner;
*Abandons an animal at a location without providing for the animal’s continued care;
*Fails to supply an animal in his/her custody with a sufficient quantity of  food and water;
*Fails to provide an animal in his/her custody with adequate shelter; or
*Carries or causes to be carried in or upon any motorized vehicle or boat an animal in a cruel or inhumane manner

Having a state-wide registry would allow pet stores, animal shelters, and even breeders to look on the Arkansas website of the current people who have charges of animal cruelty.

This registry would be added right next to the sex offender registry and child abuse registry and the people on it would be exposed.  They are not there permanently but they will be there for some time as long as they do not commit another offense.  The animal cruelty registry has been implemented in several states throughout the nation including our neighbors in TN. and we should be next!
