Animals being left outside for more then 1 hour during harsh weather conditions when temps are 10 and below. When dogs dont have adequate housing needs.  The owners be charged with animal cruelty and put on a registry for animal cruelty and abuse. The owners never have a right to own a other animal. If caught, the owner should be charged with my charges with fines and possible jail time. We have to be the voice for animals for they can't speak for themselves.
