We have neighbors who keep their two sweet and lively Rottweiler dogs outside at night in extreme weather, and the only form of protecton they have to help protect them from the elements (a small tarp) makes for a heatwrenching sight. The weather is often so frigid that it makes it too cold for them to bark as they normally would and they huddle together shivering violently  each cold morning and anxiously await the first small patch of sunlight to hit them in the same location. It's unconscionable to think they must pass every night in the freezing cold and look forward to their only source of warmth- the cold morning sun.

Animal Control has been dispatched to the house several times to assess their welfare but cannot take action - the small rain tarp is sufficient according to Newport News animal law. 

A recent poll on the app Nextdoor has shown remarkable interest in creating a law where animals must be brought indoors if the weather drops below 40 degrees. For the sake of basic humanity, this law must be enacted! Thank you for reading/considering.
