Animals are dying  as seen recently of 23+ horses left in a paddock of doom in Victoria as the result of slow time it takes to investigate complaints by RSPCA  officers.. The community receive no feed back and are treated like  victims. We need this state  government  and the Minister Of  DEPI to conduct a full independent inquiry into the management of the inspectorate the funding and over administration and finance  that should be spent on animals NOW
