Stricter laws for animal cruelty and abuse in Tennessee

Stricter laws for animal cruelty and abuse in Tennessee
The Issue
Animal shelters are overpopulated. People are breeding pets , stricter laws on spay and neuter and more options for free spay and neuter. In Tennessee it is more about "negligence and education" than profit.
Day after day I see dead dogs and cats on the road due to having no leash or fencing laws here. They leave dogs and cats in barns, or sheds, with little to no food or shelter. How many dogs will you lose to coyotes before you realize you must have them safe in fencing?
Pets are being killed, tortured and abused, neglected here in Tennessee and we are powerless because the government deems them property. They live and breathe. They have a heartbeat. They are part of our families.
We have wonderful animal advocates here in Tennessee, but they are overwhelmed and frustrated because they need the state and local governments help to stop the torture and abuse of animals.
Every day people are posting, in social media outlets, that they need new homes for these unwanted pets. Or I let my dog outside to go to the bathroom and now I can;t find her?? help?? but I don't have fencing, I figure they will stay close to home?? Or I have cats and I live on a highway, but I don't worry they will get hit by a car?? We need chainfree laws, we need fencing laws and we need free spay and neuter clinics paid for by the government. We spend much much more money to house temporarily unwanted animals not to mention the sad cost to euthanize thousands.
The animals of Tennessee deserve so much better. We need stricter animal welfare laws regarding breeders, animal abusers, and irresponsible owners. AND WE NEED IT NOW!!
We need breeders to be responsible and to stop causing overpopulation in animal shelters. We need irresponsible breeders to be charged to the fullest extent of the law for animal abuse. We need for breeders to register their businesses and pay taxes like every business owner is required to. This will help to put a stop to overpopulation in animal shelters. This will help the growing epidemic in our community of people that are irresponsible with pets. This will reduce the number of animals being euthanized in the shelters every year, it will reduce the funding needed for area shelters. Animal shelters are underfunded, to begin with, so this would be a win-win.
We need stricter laws regarding people that abuse and neglect animals. We need stricter laws and more accountability for paid officials, animal control, policing who currently take animal abuse with little to no care at all. Try filing an abuse case and see how far you get, nowhere.
This is really simple. If we make people accountable for their actions, it will help stop the irresponsible behaviors. It will help stop the animal population problem. It will help a living, breathing creature from being abused or tortured. If owners are made to have proper housing and fencing THEY WILL NO LONGER GET DOGS THEY CAN'T AFFORD TO OWN, AND MAYBE KEEP THEIR CATS INSIDE INSTEAD OF BEING ROAD KILL ON A DAILY BASIS.
We need our government to step up and make some changes to our outdated animal welfare laws. You were appointed to represent us, as your constituents. We need stricter animal laws. This has to stop.
