Dear Governor Cuomo,  

I am writing to you on behalf of my son Kevin Hoey, who lives in a residential house regulated by the state of New York. Kevin is diagnosed as intellectually and developmentally disabled with Down Syndrome, Autism Spectrum Disorder, behavioral disorders... He is also nonverbal and in a wheel chair.

Kevin is “low functioning" but he is also a loving young man with a good sense of humor who faces his situation with a positive outlook.

Kevin has lived all 21 years of his life on Long Island. He needs your help. 

On Kevin’s behalf, I am asking you to protect him and all his housemates, as well as all the children and adults that come under the Office for People with Developmental Disabilities (OPWDD).

I am asking you to follow the lead of Massachusetts' Governor Charlie Baker who said:  “[The state] would be auditing long-term care facilities for compliance with a new set of care criteria, including mandatory testing of staff and residents, a 28-point infection control check-list and adherence to protective equipment requirements."

Developmentally disabled residents in New York State group homes have a death rate far higher than in the general population, according to The New York Times.

An estimated 20-30% of deaths caused by the coronavirus are fatalities in long-term care facilities — which is why we must be proactive rather than reactive.

I agree with you, Governor, when you said, "It’s gonna come down to testing." You went on to say, "You’re going to have to know who had the virus, who resolved the virus, who never had it. And that’s going to be [solved by] testing."

Governor Cuomo, you said it was important to test these "public-facing groups of workers for both their own safety and also to protect the public." Yes, testing will protect Kevin.

Please issue an executive order to set up a system of mandatory testing and support in New York long-term care facilities.

Please help our state's most vulnerable before more people die.
