Change in punishments for animal abuse in the ACT

The RSPCA does an amazing job keeping animals safe, and removing them from abusive homes.
However the punishments for abusing animals in the ACT (and Australia) are very light. Often a small fine and a short ban on owning animals.
One woman had 156 counts of animal abuse and was fined $1000. She got good behaviour and a ban on owning small animals. This woman had chickens, rabbits, Guinea pigs, ferrets, all living in small cages with no water and had dead decomposing animals in the cages with them. Yet she received no gaol time.
Another woman was charged just $200 and a lifetime animal ownership ban after she left a dog in her care to die a slow and inhumane death in her backyard. The dog had multiple organ failure and renal failure.
This isn't good enough. These people need to see gaol time, or some real fines to say the least!
