Urgent Action Required:

Crimes Against Humanity in Iran:

The situation in Iran has reached a point of extreme and undeniable urgency. Across Iran, ordinary people are risking their lives every day in a nationwide uprising for dignity, freedom, democracy, and basic human rights. Their voices are being violently silenced by a totalitarian regime that has ruled through fear, repression, and systematic brutality for over 47 years. For nearly half a century, the Islamic Republic of Iran has crushed dissent through arbitrary arrests, torture, enforced disappearances, mass executions, and the criminalisation of all opposition. Any demand for liberty has been met with violence.

Today, this repression has escalated to one of its most severe and coordinated forms in decades. Iran is now witnessing one of the most significant protest movements in over 40 years. In response, the regime has chosen violence over accountability. One of the bloodiest uprisings in history, and yet the international politicians have not stepped up. The Iranian authorities have deliberately imposed widespread and repeated internet shutdowns during protests.

This is not a security measure. It is a calculated strategy to prevent families from locating detained or killed loved ones, destroy evidence of human rights violations, and silence journalists, human rights defenders, and grant security forces total impunity.

During recent internet blackouts, credible reports indicate that at least 12,000 people were killed within just two days, while thousands more were arrested, disappeared, or subjected to torture. Many political prisoners now face imminent risk of execution. The widespread killing of civilians, systematic suppression of peaceful protests, arbitrary detention, enforced disappearances, torture, and deliberate nationwide communication blackouts to conceal crimes clearly demonstrate that the Islamic Republic in Iran has failed in its duty to protect its population. It has become the primary perpetrator of crimes against humanity.

Under these circumstances, the principle of Responsibility to Protect (R2P) is unequivocally triggered. Responsibility, therefore, shifts from the offending state to the international community. Continued normalisation, neutrality, or delay is no longer defensible, morally or legally. We assert that the democratic governments are legally and morally obliged to act, including under: Peremptory norms of international law (jus cogens) The principle of non-recognition of unlawful situations The European Convention on Human Rights The UK’s obligations under international humanitarian and human rights law The principle of universal jurisdiction for crimes against humanity Silence or inaction risks complicity. Our Demands to the UK Government and Parliament We therefore urgently call on the UK Parliament and Government to take the following actions without delay:

1. Impose Targeted and Effective Sanctions. Immediately expand and intensify personal, financial, and legal sanctions against political, judicial, military, and security officials of the Islamic Republic of Iran—particularly commanders and structures affiliated with the Islamic Revolutionary Guard Corps (IRGC) responsible for repression and killings.

 2. Enforce Comprehensive Entry and Visa Bans: Deny visas, entry, transit, and residence in the UK to all identified perpetrators of serious human rights violations. This is both a political necessity and a legal safeguard under universal jurisdiction obligations.

 3. Revoke and Invalidate Iranian Regime Travel Documents. Immediately suspend and invalidate diplomatic, service, and special passports issued to Iranian officials. Recognising or facilitating such documents constitutes the normalisation of an unlawful and criminal situation.

4. Suspend Diplomatic Acceptance and Representation. Refuse to accept ambassadors or official representatives of the Islamic Republic of Iran while crimes against humanity are ongoing. Under Article 9 of the Vienna Convention on Diplomatic Relations (1961), the UK has full authority to refuse or declare diplomatic representatives persona non grata without justification. Exercising this authority under present circumstances is not optional—it is a legal and ethical responsibility. A Call to Conscience. By signing this petition, we affirm that the people of Iran are not alone. We reject the notion that tyranny, repression, and mass violence can be met with silence or diplomatic convenience.
