Quality Prison Conditions in Manila City Jail

The Issue

According to Article 5 of the Universal Declaration of Human Rights, No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. All the while, Article II Section 11 of the 1987 Philippine Constitution upholds the values of the dignity of every human person and guarantees full respect for human rights.


We are a group of students who was immersed in the Manila City Jail. During our visit, we have noticed a couple of things that needed to be changed as the current state of the institution does not allow for spiritual salvation and temporal liberation. People who have (allegedly) violated the law are kept in jail for trial. However, though being sent to jail is a proper sanction, the conditions that surround the residents (or inmates) are unacceptable as it degrades their dignity and rights. The following are concerns that was brought upon to the group:
1. Food allocation does not sustain the needed nutrition of each inmate. They are given small rations of food that lack proper sustenance.
2. Shelters are overpopulated. Diseases easily spread due to the cramped are and insufficient medical support.
3. Slow hearing process. A lot of them, even those without fault, stay for years just to complete court hearing.


These are just some of the conditions we met during our time in MCJ. With that said, we want to do something about this. We want change. We want them to have 3 meals a day, an adequate shelter, and a speedy hearing process.
