Allow the choice to have Non Veterinarians to do Routine Work on Livestock

THIS PROGRAM IS AIMED AT CREATING CERTIFIED PROFESSIONALS TO PROVIDE LIVESTOCK GENERAL HEALTH CARE SERVICES TO OTHER ANIMALS/CLIENTS/FARMS THAT ARE NOT OWNED BY THE SERVICE PROVIDER BUT INSTEAD OTHER INDIVIDUALS.

To become a certified service provider you would have to take and pass a general written test provided by the AVMA on general basic anatomy, injection sites, vaccines, and ethics in each species catagory that you choose to be certified in (ie bovine general services or swine general services). You would then be set up with a practicing licensed DVM and tested/trained "in practice" on all of the general livestock services for the species you are testing/training in. The licensed DVM would sign off your application once you complete testing/training and send it to the AVMA for your official certificate to practice the general livestock services in the species you have completed testing/training in. The following general services would be allowed to be practiced on livestock animals only meaning bovine, swine, goats, sheep, llamas, and alpacas.

Dehorning

Castrations

Tagging

Minor Reproduction

IV Drips

Vaccinations

Deworming

Oral Feeding

Injections

Stomach pumping

Cutting teeth (swine piglets)

Delivery/Dystocia

These are all general livestock services that would be provided by the non licensed certified general livestock service provider.

With medical services so costly many small operation ranchers and general livestock pet owners cannot afford the general medical care their animals need. Many local ranchers like me have the skills, experience, and equipment to handle routine care such as vaccinations, dehorning, castrations, reproductive work, hoof trimmings, IV drips, stomach tubing, tube feeding, delivery, and more. But the AVMA prohibits us to help other local ranchers with these services.

My vet charged over $250 to dehorn my heifer, a service that must be done to prevent damage to both me, my animals, and the cow herself. Many owners cannot afford to pay a licensed DVM to do these services that local experienced ranchers can do themselves.

By allowing livestock owners the oppertunity choose to have non veterinary professionals assist with their general livestock care would provide animal saftey and general well being.

How?

I propose the AVMA allows non veterinary professionals to allow people to practice the following general services unlicensed as well as allow the public the ability to sign off on a waiver stating that they are aware the service provider is NOT  a licensed DVM.
