The Issue

PART I: BACKGROUND AND DEFICIENCY OF THE CURRENT LAW

1.1 Original Intent vs. Modern Reality

The Expedite System (Law 2.15) was introduced historically to resolve prolonged matches caused by passive play between defensive players. It was enacted under a specific paradigm where both competitors employed similar containment strategies.

However, in the modern era of the 40+ large ball, the sport features distinct, highly specialized tactical archetypes—specifically, Attacking Styles (Loopers/Hitters) and Defensive Styles (Choppers/Defenders). Under the current framework, the rule acts as an arbitrary time-based penalty that systematically dismantles the inherent nature of defensive play.

1.2 The Logical Fallacy of the Current Rule

The current rule states that once the Expedite System is implemented, if the receiving player makes 13 good returns, the receiver wins the point. This structure introduces a fatal flaw in sports equity:

·         The Fundamental Duty Paradox: The fundamental duty of an attacker is to penetrate a defense through speed, spin, and placement. The fundamental duty of a defender is to absorb that energy and induce errors through variation and patience.

·         Artificial Stalling Tactics: Under the current law, an attacker who is incapable of breaking down a defense can intentionally decelerate the game to trigger the 10-minute threshold by playing like a chopper, literally transforming the game from attacker-vs-chopper to chopper-vs-chopper. Even worse, the attacker does not even try to win; he or she simply aims to prolong the game, making it even more boring than those between actual choppers. This is not only precisely what the rule intends to prevent, but also exceedingly disrespectful to audiences.

·         Punishing Flawless Defense: Once the 10-minute threshold is triggered, the burden of aggression is forcefully shifted onto the defender. The attacker is rewarded for technical inefficiency by merely needing to keep the ball in play to count strokes when the defender serves, while the defender is penalized for executing their defensive strategy flawlessly, which entirely contradicts the very purpose of the rule.

 

1.3 Systemic Harm to the Sport’s Ecosystem

1.    Suppression of Diversity: By rendering the defensive style mathematically unviable at the elite level past the 10-minute mark, the rule discourages young athletes from pursuing defensive play. This accelerates the homogenization of the sport into a repetitive, machine-like counter-reactive style.

2.    Erosion of Commercial Value: In the World Table Tennis (WTT) commercial era, the "Attack vs. Defense" dynamic is the most compelling narrative for spectators. A rule that allows an attacker to win by passively counting 12 strokes severely damages the theatricality, tension, and entertainment value of the sport's climax. Needless to point out that matches of this nature are not appreciable for audiences who ultimately decide the fate of this very sport.  

3.    Demonstrated Regulatory Abuse: If there were nobody capable of abusing the rule, it would be fine to leave it intact. That is, however, not the case. The abuse has occurred numerous times in major international competition. Three recent high-profile incidents—Chen Xingtong defeating Han Ying(WTT Macao 2025,WS QF), Wang Manyu defeating Honoka Hashimoto (WTT Macaw 2026, WS QF) and Kuai Man defeating Sato Hitomi (USsmash 2026, WS QF) —were decided not by superior attacking execution, but by attackers intentionally triggering the rule to circumvent their own technical deficiencies against defensive play. It was recorded that, during the third one, Kuai Man literally requested to exploit this rule and explicitly explain why: She could not beat he opponent by looping. Her coach Yu Ziyang gave a green light to this exploitation and instructed Kuai Man to stop looping and start pushing.  It can be expected Incidents such as these will occur again without amendments to this rule.  

 
PART II: PROPOSED AMENDMENT TEXT

It is proposed that Law 2.15 be amended to differentiate between Attacker-vs-Attacker matches and Attacker-vs-Defender matches to ensure that the penalty of time is borne by the party responsible for the lack of point termination.

Current Wording:

2.15.04 If the expedite system is in operation, each player shall serve for 1 point in turn and if the receiving player or pair makes 13 good returns the server shall lose the point.

Proposed Amended Wording (Changes in Bold):

2.15.04 If the expedite system is in operation, each player shall serve for 1 point in turn.

2.15.04.01 In a match between two players or pairs of identical tactical categories (e.g., Attacker vs. Attacker or Defender vs. Defender), if the receiving player or pair makes 13 good returns, the server shall lose the point.

2.15.04.02 In a match between an Attacking style and a Defensive style, the time-based stroke penalty shall apply exclusively to the Attacking style. If the Defensive style makes 13 good returns, the Attacker loses the point, regardless who is serving. 

 
PART III: JUSTIFICATION AND REGULATORY BENEFIT

1.    Re-establishing Accountability: This amendment forces the attacker to fulfill their technical mandate. If they cannot break a defense in 10 minutes, they must take higher risks and display superior offensive ingenuity under the 13-stroke limit, rather than relying on a regulatory safety net.

2.    Promoting Technical Evolution: Depriving attackers of the ability to exploit the rule will force national training systems to reinvest in high-quality loop-driving techniques, variation reading, and tactical patience, raising the overall technical standard of global table tennis.

3.    Institutional Fairness: It removes a form of structural discrimination against a legitimate, historically significant style of play. A victory should be determined by superior skill and physical execution, not by the manipulation of a legacy clock mechanism.
