Amend Wilmington Noise Ordinance for Religious Equality
The Issue
Unity inspires change in our community. In Wilmington, Delaware, the harmonious chime of church bells is a familiar sound, a reminder of our shared traditions and beliefs. They ring out freely as an expression of religious freedom. However, we also share this community with thousands of Muslims whose own religious expression and call to prayer, the adhan, remains unjustly restricted by local noise ordinances.
The adhan, like church bells, is a call to faith and prayer. It symbolizes unity, peace, and a reminder of spiritual duties. Our Muslim neighbors deserve the same rights to religious expression as any other members of our community. The current noise ordinance in Wilmington does not provide exemptions for the adhan, placing unnecessary limitations on Muslim worshippers who simply want to peacefully practice their religion.
Many masjids in Wilmington have historically broadcasted the adhan. But due to restrictions by local noise ordinances, have stopped and have not done so in over 20 years. To uphold our community's values of inclusivity and respect, it is imperative we amend this ordinance. By including the adhan as an exemption alongside church bells, we not only stand by the principles of religious freedom but also acknowledge and embrace the rich diversity that defines Wilmington. Such a change is not only a step towards equality but a celebration of the diverse tapestry that is our shared home.
Wilmington City Council Member Shané Darby will be introducing an ordinance to allow the Muslim call to prayer, Adhan, to be broadcasted on speakers at masjids all across Wilmington. It is imperative this ordinance passed to uphold our shared values of inclusivity and religious freedom of expression. This ordinance will be introduced at Wilmington City Council on June 5th, 2025. It will then be voted on in the Community & Urban Development Committee on June 23rd, 2025. If it passes and moves out of committee, the full City Council will vote on it on July 3rd, 2025.
This petition seeks to compel Wilmington city council and other relevant authorities to reconsider and amend the current noise ordinance, ensuring that it reflects the principles of equality and religious freedom enshrined in our country's constitution. By recognizing the adhan as an important aspect of religious culture, similar to church bells, we foster a community that respects and cherishes all its members.
