The Issue

On January 13, 2025 around 3:30 PM a juvenile ran a stolen vehicle into disabled veteran, David Contrera’s, Killeen, Texas home during a police chase. As a result of this, the city has threatened to fine Mr. Contreras $2,000.00 a day starting February 14, 2025 if his home is not fixed. We should not be penalizing homeowners for the actions of others - including the police, especially in a city like Killeen, home to many active duty soldiers and retired vets. This petition is to request an amendment to the Vacant Structure Registration Ordinance to specifically exclude individuals whose homes are in a dilapidated state due to the negligence of third parties, particularly if those homes were not vacant prior to the incident which resulted in damage.  This ordinance was meant, according to KWTX News and councilman Jose Segarra, “to revitalize the area and make room for more business owners and customers,” and he hoped it will “get them riled up. It will get them angry, whatever it is…” Our city’s priority should be the wellbeing of individuals FIRST and businesses following. A daily fine of $2,000 at a time where many people are struggling financially is barbaric, financially catastrophic, and exploitation. Please consider this request by the people of our city to amend this ordinance in favor of our citizens.
