Amend the Red Flag “Free Tyre Change” Rule in Formula One

The Issue

Amend the rules governing tyre changes during red flag conditions in FIA Formula One race or sprint session.

A tyre change during a red flag should not count towards the mandatory pit stop requirements for that specific session.

Justification: Minimise the advantage gained or lost for a driver and team during a session where a red flag is shown and the race stopped thus removing any effectively ‘free’ tyre change/pit stop for drivers yet to make a mandatory pit stop.

Background: As a passionate observer and supporter of Formula One, a sport of extreme competition and strategic nuance, I am deeply invested in its regulations and their implications. In a sport which is mostly fair, red flags have often drastically and impacted the outcome of races. Even more, these red flags have had ripple effects on championship outcomes.

It is perplexing for fans and viewers to witness drivers gaining a significant advantage due to sudden and unexpected red flags, circumstances beyond driver control. This unexpectedly changes the complexion of races, setting some drivers back while propelling others forward unfairly.

One such aspect of the sport that warrants attention is the obligation for drivers to make a mandatory pit stop during sessions, a rule that stands unaffected even under red flag conditions. This rule indirectly penalizes drivers who had strategically made their pit stop before a red flag was shown, putting them at an unfair disadvantage. To preserve the essence and spirit of this sport, the importance of strategy, and as a means of maintaining driver progress during the session prior to the red flag, this aspect needs revisiting.

Therefore, I propose a rule that should be put in place for Formula One sessions (race or sprint) where a tyre change under red flag conditions does not count towards the mandatory pit stop requirements for the session. This will preserve the importance of strategy, uphold the integrity of competition, and minimise the number of additional tyres used during a session impacted by a red flag.

Considerations: If a tyre change is made during red flag conditions, should the new tyre compound be the same as the one it replaces  - would this have a positive impact if a red flag is shown after all drivers have completed their mandatory pit stop requirements for example.
