I remember the excitement of finally reaching lunch break during my school days, a time to relax and catch up with friends. These moments are pivotal for forming social bonds and decompressing before heading back to class. However, since Governor Wes Moore signed the phone-free school law on May 26, 2026, Maryland students have been stripped of one of their few outlets to use their phones even during breaks like lunch, recess, passing periods, and transitions.

This law mandates that each county school board in Maryland implement a policy prohibiting the use of electronic communication devices throughout the entire school day. By lumping non-instructional times in with class time, the law inadvertently stifles students’ interpersonal connections and access to digital resources during crucial periods of rest and social learning.

The original intention of the law—to reduce distractions in classrooms—is valid and commendable. Nevertheless, its broad strokes fail to consider the implications of a blanket ban that includes times when academic activities aren’t taking place. This version of the policy inadvertently sends the message that students can’t be trusted, even for the short spans they might just need to relax or reach out for help.

Moreover, smartphones are not just entertainment devices. They are crucial tools for learning and safety. Students might want to use their phones to check on homework, coordinate after-school activities, or simply connect with loved ones for emotional support. In moments of crisis, having immediate access to communication networks could be life-saving. We should be preparing students for a world where digital interactions are integrated into daily life, not limiting their opportunities to navigate this new landscape responsibly.

There is a better approach: allow students to use their phones during non-instructional times such as lunch and passing periods while enforcing restrictions during actual class time. By doing so, schools can maintain an environment that is conducive to learning while still accommodating the natural social and emotional development of young people.

I urge the Maryland government and relevant educational bodies to revisit this policy and implement a more nuanced version that reflects the needs of today’s students. Let's balance the requirement for focus in class with the essential freedom to use technology responsibly during times that do not conflict with their learning.
