The Issue

As an individual deeply concerned about the welfare of animals, I have witnessed the harsh realities that many animals face. They are often left tethered in extreme weather conditions, suffering from emaciation, illnesses, and even death. These innocent creatures lack a voice to speak for themselves and are subjected to the mercy of their owners - some of whom show little regard for their wellbeing.

It is heartbreaking to know that in many jurisdictions there are no laws prohibiting this cruel practice. The American Veterinary Medical Association reports that tethering dogs in extreme weather can lead to serious physical harm or even death (AVMA). Yet, our current laws do not adequately protect these vulnerable beings from such cruelty.

We must change this. We need legislation that clearly defines and regulates acceptable conditions for tethering animals. Such laws should include provisions on exposure duration, suitable shelter standards during adverse weather conditions, and penalties for non-compliance.
