

Amend 38 CFR § 17.148: Expand Access to Service Dog Care for Veterans with PTSD
The Issue
We, the undersigned, petition the United States Congress to amend Title 38 CFR § 17.148 to explicitly include veterans diagnosed with service-connected mental health disorders, such as post-traumatic stress disorder (PTSD), in its provisions for service dog care.
Currently, 38 CFR § 17.148 authorizes veterinary care for prescribed service dogs, but it excludes veterans whose service-connected disabilities are primarily mental health-related. This omission overlooks the critical role service dogs play in the lives of veterans suffering from PTSD and other mental health conditions, providing invaluable support, stability, and improved quality of life.
By amending this regulation, Congress can ensure equitable access to the care these service animals require, affirming our nation's commitment to all who have served.
