Fix the legacy drivers on Windows 10 ULPS

The issue

Since the release of windows 10, AMD have been providing drivers that are compatible with it, but have recently dropped support for all 5xxx-76xx and M variant cards. There is an issue where the AMD gpu in switchable graphics laptops with 5xxxm-76xxm does not wake up due to broken ULPS power saving. This causes boot times of up to 5 minuets as users are left staring at a black screen before they can log in. AMD listed this under unsolved issues but where quick to remove it from the list and announce that the GPU's will go into legacy the support model. This leaves an unsolved bug that is very frustrating to laptop users and has forced many of us back down to Windows 8.1 and Windows 7. Of course a workaround that AMD regards as a solution (we never get real solutions) is to disable ULPS. Sure on crossfire this would be ok, but laptops use a battery and this power saving feature is key for usability of the laptop. Us users cant win, we want windows 10, but are forced back to older versions due to this, if we don't want slow boot, we have to sacrifice lots of battery life witch is a very silly compromise for AMD to expect us to make.
