I am sick and tired of going anywhere and hearing an animal in distress in a vehicle left for any length of time on very warm days, I want to make it illegal for people to do this and giving regular citizens the power to rescue these animals without any retribution coming back on them, I want the owners to be educated on how little time in a hot vehicle can do so much damage. I want repeat offenders to be fined and serve time in Jail.
