The city ordinances of Brainerd, MN say that any animal "at large" is against the law and can be apprehended by animal control. Cats that have been vetted and sterilized should be an exception. They help keep the mice population down. They are roaming animals by nature.

We need to change the ordinance to exclude outside cats whose owners are being responsible for their health and wellbeing. 

I understand that feral cats are a problem, but if they're being vetted and sterilized, the overpopulation will decrease.
