The Issue

The issue is simple: Menstrual products are basic healthcare necessities, yet federal safety nets like SNAP and WIC strictly prohibit using EBT benefits to buy them because they are classified as non-food items. This restriction creates a devastating "Biological Penalty" for the 1 in 9 Maryland women and girls living below the poverty line, and directly hurts the women who make up 63% of all SNAP recipients. Forced to choose between food and basic hygiene, 64% of low-income women report being unable to afford period products at least once a year, often turning to "product stretching" or unsafe substitutes like rags and newspapers. These makeshift methods cause severe urogenital infections and life-threatening conditions like Toxic Shock Syndrome, driving up emergency room visits and straining Maryland’s healthcare infrastructure. This is a completely solvable problem: following the model of Illinois (HB 155), we demand that the Maryland General Assembly pass legislation to formally request a USDA federal waiver, allowing SNAP and WIC recipients to use their existing benefit cards to buy menstrual hygiene products.
