Laguna Beach is known for its strong sense of community, outdoor lifestyle, and respect for shared public spaces.

Yet today, residents have very limited opportunities to safely and responsibly exercise their dogs off leash.

We are proposing a structured, safety-first solution—not a free-for-all.

The Solution: A 1-Year Pilot Program

We propose a resident-only, permitted off-leash program with strict guidelines:

✔️ Laguna Beach residents only
✔️ $300 annual permit per dog
✔️ Licensed, vaccinated dogs with no aggression history
✔️ Off-leash hours:
     Before 8:00 AM
     After 6:30 PM

✔️ All beaches except Main Beach
✔️ Strict enforcement + permit revocation
