Quebec!  What are you thinking!  Are you high?  Come on, banning 27 more municipalities from rescuing animals?  This is ridiculous and has to stop.  Otherwise unvaccinated regular people will be forced to rescue the animals themselves.  Please allow licensed vaccinated people to save animals.
