At Hayward High School, I have personally experienced situations where having access to a phone during times like passing periods, lunch, or even certain classes would have been incredibly beneficial. On more than one occasion, I found myself in a situation where there was an urgent need and no teacher was around to assist. This sense of being disconnected and unable to reach out for help or information is alarming both as a student and as someone who believes in safety and communication.

Currently, the policy at Hayward High does not permit students to have their phones during these critical moments, but simply allowing smartphone access during non-instructional times can significantly enhance the safety and efficiency of our school environment. It’s essential that we prepare students for the realities of the modern world, where technology is an integral part of daily life.

There are numerous reasons why allowing phones during non-teaching periods can be beneficial:

1. **Emergency Situations:** In the unfortunate event of a school emergency, students could immediately contact family members or emergency services. This instantaneous contact could potentially save lives and significantly improve response times.

2. **Learning Opportunities:** Smartphones provide access to educational resources and tools that can be used beneficially during downtime or in subjects where technology is integrated into the learning process.

3. **Time Management:** Access to phones can help students manage their schedules, set reminders for assignments or upcoming tests, and develop responsible technology usage habits.

4. **Communication:** Sometimes students need to coordinate group projects, participate in extracurricular activities, or simply need to check in with family members. Phones provide a convenient means to facilitate this communication.

The current rules include having consequences when phones are used during unauthorized times. We propose that these rules remain intact but be applied specifically to lessons where phone use is disruptive. By allowing their responsible use during passing periods, lunch, and approved class time, we cultivate a culture of trust and responsibility.
