Allow pets to travel in the cabin on flights to the UK

La causa

For many pet owners like me, pets are more than just animals; they are family.  However, current airline policies prevent us from traveling with them in the cabin into the UK. This limits our ability to travel and results in profound emotional distress both for us and our pets.

Allowing pets in the cabin on flights to the UK would greatly benefit pet owners, fostering stronger bonds between families divided by geography. Some of us struggle with leaving our pets behind due to age, anxiety, or health issues. I do not drive - I can't drive to the EU to visit any of my family members; and if I fly, I would have to leave my Chihuahua behind in the UK.

At present, the United Kingdom does not allow pets to travel in the passenger cabin on commercial flights, unless they are certified assistance dogs. All other pets must travel in the cargo hold, even if they are small, well-behaved animals that could safely and comfortably fit under an airplane seat in an airline-approved carrier.

We believe this rule is outdated, unnecessarily restrictive, and harmful to both pets and their owners. Moreover, research indicates that pets that travel in the cabin are exposed to less stress and lower health risks compared to those transported in the cargo hold. 

We call upon the UK government (DEFRA and APHA) and UK-based airlines to update regulations so that pets can travel in the cabin under the same health and safety standards already required for pets entering the country by ferry, car, or train.


Why Change is Needed

 1. Equal Treatment Across Transport Modes

When pets arrive in the UK by ferry or through the Channel Tunnel, they must comply with strict regulations: microchip, rabies vaccination, and valid vet documentation. These requirements are rigorously enforced to protect public health and animal welfare. There is no reason why the exact same regulations cannot apply to pets arriving by plane in the cabin.

 2. Animal Welfare

Many pets suffer stress, fear, and potential health risks when forced to travel in cargo. For small and medium-sized pets, traveling in the cabin in a secure carrier is far safer, less traumatic, and more humane.

 3. Modernising Regulations

The UK is behind almost all European countries in this respect. Across the EU, pets are routinely allowed in aircraft cabins under controlled conditions. Italy has gone even further, recently allowing larger dogs to travel in the cabin as well. This demonstrates that safe, regulated cabin travel for pets is entirely possible and practical.

 4. Supporting Families and Individuals

Pets are family. For many people, relocating, traveling for work, or visiting family becomes prohibitively stressful or expensive because of cargo restrictions. Updating this policy would make life easier, fairer, and more compassionate for pet owners.


Our Request


We urge DEFRA, APHA, and UK airlines to:
 • Permit pets in the cabin under clear size, weight, and carrier requirements.
 • Maintain the same strict health and documentation standards already applied to pets entering by land or sea.
 • Align the UK’s approach with modern European practice, reducing unnecessary burdens on pet owners and improving animal welfare.
