Allow OCI Card Holders to Be Classified as Domestic Players in all AIFF-Sanctioned Leagues
The Issue
The All India Football Federation (AIFF) currently categorizes Overseas Citizens of India (OCI) card holders as foreign players within domestic leagues such as the Indian Super League (ISL) and I-League. Under the Indian Constitution and the Citizenship Act, OCI card holders are barred from representing the country in international sporting events. This petition does not aim to change that. We request the AIFF to create a new registration category that classifies OCI card holders as domestic players for all domestic AIFF-sanctioned leagues.
By enabling OCIs to compete in the AIFF-sanctioned football leagues as domestic players, Indian Football as a whole will be able to capitalize on diaspora talent. By training with and competing against footballers raised in different footballing ideologies, the quality of football in the domestic leagues is bound to make considerable strides forward. The Indian National Team is also to gain from this, considering many of the players play in the ISL and would be able to compete and train against diaspora players.
This proposed change would also work to expand the AIFF-sanctioned football leagues’ visibility globally. By drawing on talent and knowledge from all corners of the world, the football leagues will undoubtedly become more competitive and entertaining. With that increased competition will come increased investment into India’s footballing environment, boosting the construction of footballing infrastructure and engagement at grassroots levels.
Many if not all OCI card holders maintain strong ties with India, both culturally and through family connections, which underscores their commitment to investing in the future of Indian football.The aim of this petition is to bring awareness to that commitment. There is an incredible potential for growth in Indian Football that is currently locked behind the restriction of OCI footballers’ domestic eligibility.
India’s global diaspora is one of its greatest strengths. Football has the power to bridge millions of people of Indian origin worldwide who want to contribute to India’s footballing success. By creating an inclusive environment that recognizes the unique role diaspora players can play, players of all Indian backgrounds will stand to benefit.
This petition asks the AIFF to take a progressive step forward by allowing OCI card holders to participate fully in India’s domestic leagues as domestic players.
