The Issue
I am a licensed nail technician and a homeschooling mother living in Surprise, AZ, and like many others in our community, I relied on operating my small business from home. Having the ability to provide my services from home would not only support my family financially, but it also allowed me the flexibility to manage both my professional and parenting responsibilities effectively. However, current local regulations make it difficult for licensed personal service providers, like myself, to operate from home. They shut my small business down.
Many professionals in our town are in the same situation. There are ample licensed estheticians, massage therapists, nail technicians, and hairstylists who need the flexibility of working from home for various personal reasons. Our services don't just benefit us—we provide valuable services to our neighbors and community at large.
Operating from home is also more feasible in terms of real estate costs, which have surged in recent years. By maintaining home-based businesses, we can continue to contribute to the local economy without the overhead of renting commercial space. It’s an environmentally friendly option as well, reducing the need for separate business infrastructure and daily commuting.
We understand the city's concern about potential issues such as increased traffic and ventilation problems. To address these, we propose implementing sensible regulations that would allow us to operate legally and responsibly. As well as allowing the proper entities to regulate these things, as they already do! Examples could include:
1. Limitations on the number of clients seen per day or week to mitigate traffic congestion.
2. Implementation of proper ventilation standards comparable to those of commercial salons to ensure safe air quality both for providers and clients.
3. Designation of specific business operating hours that respect neighborhood tranquility.
Such regulations can provide a balanced solution that acknowledges the needs of personal service providers while maintaining the quality of life and safety for all residents.
We urge the Surprise City Council to consider revising the current policies and allow licensed personal service providers to operate small home-based businesses under reasonable regulations. This change will make a significant difference not only to our livelihoods but also strengthen the local community's economy.
